BOSTON — The Massachusetts Department of Environmental Protection (MassDEP) has penalized CIL, Inc., a metal finishing business in Lawrence, $18,690 for several hazardous waste management and air quality violations. 

MassDEP inspected the 400 Canal Street facility on October 26, 2016 and found hazardous waste violations, including that the satellite and main accumulation area hazardous waste containers were improperly labeled, the weekly inspection logs were missing information, and the last three years of hazardous waste manifests were not onsite.

MassDEP also found the facility had installed and operated paint spray booths, masking operations and bench-top cleaning operations that emit volatile organic compounds without obtaining the necessary MassDEP permit as required.

“The facility needs to maintain a greater attention to detail as it pertains to its hazardous waste management and air quality requirements,” said Eric Worrall, director of MassDEP’s Northeast Regional Office in Wilmington.

CIL has corrected the violations and will pay $10,000 of the penalty, while the remaining $8,690 will be suspended pending demonstrated continued compliance with all applicable regulations for one year.

MassDEP is responsible for ensuring clean air and water, safe management and recycling of solid and hazardous wastes, timely cleanup of hazardous waste sites and spills and the preservation of wetlands and coastal resources.
