Boston — Secretary of Administration and Finance Michael J. Heffernan today swore in Jennifer F. Sullivan as the agency’s Undersecretary. Sullivan, a valued member of the A&F team, joined the agency in February 2015 and has served in the role of Assistant Secretary for Capital Finance, responsible for directing the Baker-Polito Administration’s capital investment program.
“Jennifer Sullivan is a trusted adviser and committed public servant who will bring to her new role her sharp intellect, a diverse set of skills, and a wealth of relevant experience,” Heffernan said. “In building the Governor’s capital plan each year Jen has taken a sensible and strategic approach, focusing on affordable investments that will serve the taxpayers over the long term. The citizens of the Commonwealth have been fortunate to have her in their corner, and we are thrilled that she is stepping into this new leadership role.”
Sullivan has extensive experience in both the public and private sectors. In her role as Assistant Secretary she has worked with agencies across state government to build the annual capital budget and has closely advised Governor Baker on capital investment priorities. In addition, she has taken a pivotal role in several key initiatives including broadband expansion, climate change preparedness, economic development projects, debt issuance, pensions, debt affordability, and data-driven policy analysis.

Sullivan began her professional career as an analyst at A&F under then-Secretary Charlie Baker, in the administration of then-Gov. Paul Cellucci. A graduate of Duke University and the University of Michigan Law School, she served as Counsel to the Senate Committee on Ways and Means from 2003 to 2004. She has also worked as a corporate lawyer for several prominent law firms.
She is a mother of three children, a dog and a cat, and lives with her husband of 16 years and her family in Brookline.
Sullivan takes over as Undersecretary from Rachel Madden, who was recently appointed Chief Operating Officer at MassHousing.
