Development of a Stormwater Bylaw

About the project

The Town of Salisbury completed a comprehensive review of its local bylaws and regulations to create stormwater management bylaw(s) with a low impact development (LID) component. The town launched a capacity building effort with the three goals of: (1) reducing regulatory barriers precluding adequate stormwater management; (2) educating permitting officials; and (3) promoting the use of LID techniques.

The town had a vigorous public engagement process and held a series of public information meetings to initiate informed discussions, review existing town bylaws, and develop a new stormwater management bylaw that incorporated appropriate LID components. The stormwater management bylaw established a decision-making process for land development reviews. It requires erosion control measures, and lays the foundation for development of a stormwater management plan for the town. An LID component was also created under the zoning bylaw and Planning Board regulations to protect, maintain, and enhance environmental and public safely by controlling development related discharge. The town will be implementing these innovative regulatory updates in stages over the next few years based on the requirements for compliance with the National Pollutant Discharge Elimination System (NPDES) Phase II program.
