FY20 Early Childhood Support Organization (ECSO) Providers

Contract description

The Massachusetts Department of Early Education and Care (EEC) is soliciting Bidders to establish Early Childhood Support Organizations (ECSOs) across the state.  EEC is launching the ECSO Initiative through a public-private partnership with New Profit, a venture philanthropy organization.  The successful bidders will contract with EEC to provide program quality improvement support to EEC-licensed center based and family child care programs. The ECSO initiative is designed to positively impact an estimated 800 classrooms over five years through targeted instructional leadership coaching and training services that support capacity building to facilitate job embedded professional learning for classroom educators aligned with the goals of the Massachusetts Quality Rating and Improvement System (QRIS).

EEC expects to award up to four (4) contracts to establish ECSOs across the state as early as February 2020.  EEC and New Profit expect selected organizations to work within an ambitious timeline, with initial development to begin immediately after the execution of the contract, and toward the goal of enrollment of EEC programs beginning July 1, 2020 for pre-service activities that will allow full implementation of services to commence by September 2020.

This is a competitive contract open to all vendors that are able to demonstrate through the submission of a successful application that they meet the priorities and required services as outlined in the Request for Response (RFR).
