The program awards grants, of up to one million dollars ($1,000,000), to EEC-licensed large group early education and out of school time programs for major capital building projects.

Early Education and Out of School Time Capital Fund Grant Program overview

The FY20 Early Education and Out of School Time (EEOST) Capital Fund Grant program has begun. The EEOST Capital Fund Grant program provides awards of up to $1 million to EEC-licensed large group early education and out-of-school time programs for major capital building projects. The Secretary of Administration and Finance has authorized $4 million in EEOST Capital Fund grants to be awarded by June 30, 2020.

The Department of Early Education and Care (EEC) has worked closely with the Community Economic Assistance Development Corporation (CEDAC) and its affiliate, The Children's Investment Fund (CIF), in the development of the FY20 EEOST Capital Fund Grant pre-application, application materials and Program Guidelines. To be eligible for an FY20 EEOST Capital Fund Grant, a large group early education or out-of-school time program must be licensed by EEC at the time of filing a Pre-Application.  Interested bidders must be registered on COMMBUYS to access the EEOST Capital Fund Grant Pre-Application materials, sample Application materials, Program Guidelines, and Regulations.

Application Information

Submit your pre-application to EEC by 4 p.m. on Tuesday, October 29, 2019. Qualified applicants will be invited in December 2019 to submit a full application in January 2020.

You can directly access all of the pre-application and application materials for this grant on the COMMBUYS website.  You do not need to register to view the documents, only to submit a pre-application or application.

Any information related to the FY20 EEOST Grant will be posted on COMMBUYS only, as required by Commonwealth Procurement policies.  Therefore, programs wishing to apply should register to use COMMBUYS and check it regularly

Program informational sessions

EEC has scheduled two informational meetings about the FY20 EEOST Capital Fund Grant Program application process. The informational sessions will include an overview of the EEOST Capital Fund Grant Program regulations, guidelines and application process, including eligibility requirements as set forth in the statute that renewed the EEOST Capital Fund Grant Program (St. 2018. c. 99, §§2, 3, and 4) and went into effect on May 31, 2018. There will also be a question and answer period, as well as a review of the grant application timetable. Meetings will be held as follows:
