RE: Student Options: Claims for Reimbursement or Teach Out Agreement


 

On November 4, 2003 the Greater Lowell Computer Center (GLCC) closed. Students who were not able to complete courses or programs of study may use one of the following options:

  1. File a claim with the Department to be reimbursed for tuition for courses not completed due to the school's closure, or
  2. Participate in a "teach out" of the incomplete class(es) under a "teach out" agreement with the school listed below.

1) Claims for Tuition Reimbursement
Claims for Restitution may now be filed with the Department and are available on the Department's web-site under the students' section. Before completing the claim, please be sure to read and follow the procedures handout; particularly those procedures regarding contacting organizations through which you made your tuition payments.
Please note: Students who choose to file a claim for their tuition may not also participate in the "teach out." All Claims for Restitution and supporting documentation must be received by the Department by February 2, 2004.

2) "Teach Out"
Training New England, a computer training school that has been successfully operating in New Hampshire for the past two years, will be opening for classes on Monday, December 1st at 595 Pawtucket Avenue in Lowell. The owner of Training New England has submitted a "teach out" agreement for student use that meets guidelines set forth by the Department. Under the "teach out" agreement, students who paid for but did not complete courses or programs of study due to GLCC's closure, are eligible to complete those courses at Training New England at no additional cost. Additionally, students who attended GLCC may voluntarily transfer into Training New England and receive additional training at the students' expense.
Please note: Students who choose to participate in the "teach out" may not also file a claim for tuition reimbursement.

Question and Answer Sessions: On December 10, 2003, representatives from the Department of Elementary and Secondary Education and Training New England will be available to discuss with former GLCC students the above options and to help students file claims or enter into "teach out" agreements. Representatives will be available at 595 Pawtucket Boulevard in Lowell from:

  • 10:00 -11:00 a.m., and
  • 6:30-7:30 p.m.

 

Students attending school under M.G.L. 151A section 30 unemployment law and 430 CMR 9.0 and who choose to participate in the "teach out" should contact the Department of Labor and Workforce Development (formerly known as the Department of Employment and Training) at 617-626-5375 to notify them of this re-entry into educational services. They will work with you to make the necessary adjustments to your claim.

The Department will keep students informed by posting updated bulletins as the process for filing claims progresses and new information becomes available. The Department greatly appreciates your help in keeping the volume of phone calls to a minimum by checking these bulletins. It helps our small staff concentrate on completing the high volume of work experienced by this unit. We thank you for your help and patience in this matter.
