Information disclosure label

Information that suppliers must disclose to their customers on a quarterly basis.

Competitive suppliers must disclose the following information to customers:

  1. Regional average fuel characteristics
  2. Certain applicable emission rates
  3. Regional average labor characteristics.

The information should be disclosed on a quarterly basis.  220 CMR§11.06.

This page is designed to assist competitive suppliers with preparing their information disclosure label, but does not include all requirements of the regulation.
 

Competitive supplier power sources

If a competitive supplier’s resource portfolio is associated with specific generating units or known resources, that information shall be used to determine the supply power sources.  A competitive supplier should reference their settled certificates to understand their portfolio fuel mix and emissions. Known resources are those for which a supplier purchases and holds certificates in their NEPOOL GIS account.

If a competitive supplier’s resource portfolio is not associated with specific generating units, the information below shall be used to represent kWh deemed to be derived from system power.  This is the case where a competitive supplier’s NEPOOL GIS account is populated with residual certificates because the competitive supplier does not purchase and hold certificates from specific generators and does not included a supplier’s certificates for RPS compliance.  Those RPS certificates should be incorporated into the data below for accurate disclosure purposes.

The information disclosure label must include pricing information conforming to the requirements found in 220 CMR 11.06(2)(b).

Customer service information

The information disclosure label must include a toll-free number for customer service and complaints. 220 CMR 11.06(2)(c).

These values are for January 1 through December 31, 2016. Labor characteristics were calculated by dividing the number of certificates identified as union labor on the NEPOOL-GIS 2016 GIS Certificate Statistics – Other Attributes Report by the total number of certificates by fuel on the 2016 GIS Certificate Statistics – by Fuel Report. Subtracting that number from one results in the without union labor percentage.
