Irrigation System Interruption Device Regulation Development

Drafting a regulation for interruption devices in irrigation systems

MassDEP is in the process of developing regulations establishing a regulatory program governing the installation of interruption devices in irrigation systems, as required by M.G.L. c. 21, § 67. Two stakeholder meetings have been held.

Stakeholder Meeting #3

In 2018, MassDEP convened two stakeholder meetings to begin the process of developing regulations establishing a regulatory program governing the installation of interruption devices in irrigation systems, as required by M.G.L. c. 21, § 67. The first meeting featured a presentation on irrigation system interruption devices by Chris Pine of Chris Pine Associates, Inc., and it included a discussion of stakeholder comments for consideration in crafting a new program. The second meeting featured a discussion of state and local program administration issues, resource needs, and a presentation on enforcement by Pamela Talbot, Esq., MassDEP’s Chief Enforcement Counsel and Environmental Strike Force Director. MassDEP is inviting stakeholders for a third meeting. At the third stakeholders meeting, MassDEP is interested in receiving stakeholder comments and feedback on the draft text for a regulation (linked below). After considering stakeholders’ comments, MassDEP intends to initiate the rulemaking process in accordance with the state Administrative Procedures Act, M.G.L. c. 30A.

The third meeting took place virtually via Zoom.
