In accordance with M.G.L. c. 30A, the Board of Early Education and Care (EEC) is proposing amendments, on an emergency basis, to its regulations found at 606 CMR 15.00, pursuant to its authority under M.G.L. c. 15D §§ 3 and 18. The proposed regulation amendments are to the Early Education and Out of School Time (EEOST) Capital Fund Grant Program. The current regulations will be amended as follows:
- Allow the EEC Commissioner to shorten the length of time of an EEOST grant. Currently grants are 25 or 15 years long depending if the facility is owned or leased by the program. That length of time is too burdensome for the smaller grants and the Commissioner would have the ability to shorten the time period of the grants.
- Allow the EEC Commissioner to adjust grant recapture terms to reflect the shorter length of the grants.
The purpose of these amendments is to allow EEC licensed early education and out of school time programs to finance capital improvements for their safety around health issues regarding COVID-19.
