Notice of Intent to Award Funds to the Massachusetts State Agencies

October 3, 2018—The Executive Office of Public Safety and Security (EOPSS) intends to award the following funds to multiple Massachusetts state agencies:

  • $1,913,670 dollars in Federal Department of Homeland Security Federal Fiscal Year (FFY) 2018 State Homeland Security Program (SHSP) funds
  • $1,117,935 dollars in Federal Department of Homeland Security Federal Fiscal Year (FFY) 2018 Urban Area Security Initiative (UASI) funds

Combined, these funds will support the following:

Notice of Intent to Award Funds to the Metropolitan Area Planning Council (on behalf of the Homeland Security Councils)

October 3, 2018—The Executive Office of Public Safety and Security (EOPSS) intends to award the Metropolitan Area Planning Council (MAPC):

  • $4,016,000 in Federal Department of Homeland Security Federal Fiscal Year (FFY) 2018 State Homeland Security Program (SHSP) funds.

Combined, these funds will support the following entities:

  • Planning
  • Organization
  • Training
  • Equipment purchases
  • Exercises

The expected SHSP grant period will span the dates November 1, 2018 to June 30, 2021.

October 3, 2018—The Executive Office of Public Safety and Security (EOPSS) intends to award $14,000,000 in Federal Department of Homeland Security Federal Fiscal Year 2018 Urban Area Security Initiative (UASI) funds to the Metro Boston Homeland Security RegionThe Office of Emergency Management, City of Boston, manages this region.  These funds will support the coordinated efforts of multidisciplinary projects proposed by several agencies. Such emergency management initiatives include:

  • Planning
  • Organization
  • Training
  • Equipment purchases
  • Exercises

The expected UASI grant period will span the dates November 1, 2018 to June 30, 2021.

Notice of Intent to Award Funds to the Massachusetts State Police

October 4, 2017—The Executive Office of Public Safety and Security (EOPSS) intends to award the Massachusetts State Police (MSP):

  • $400,000 in Federal Department of Homeland Security Federal Fiscal Year (FFY) 2017 State Homeland Security Program (SHSP)

  • $1.95 million dollars in Urban Area Security Initiative (UASI) funds

Combined, these funds will support the:

These funds will allow the Commonwealth Fusion Center to:

  • Continue intelligence and information sharing initiatives

  • Sustain and increase current capabilities

Commonwealth Critical Infrastructure Program funding will:

  • Aid in identifying, prioritizing, and protecting critical infrastructure in the Commonwealth

  • Bolster intelligence analysis and information sharing efforts

  • Maintain a single statewide database to inventory the Commonwealth’s most critical assets

  • Enhance infrastructure protection through risk, threat, and vulnerability assessments

The Division of Homeland Security and Preparedness will use funds to establish a Real-time Watch Center. As a statewide 24/7 operations center, the Real-time Watch Center will:

  • Compile and centralize real-time information and data

  • Address public and private infrastructure security concerns

  • Establish liaisons within a Commonwealth Critical Infrastructure Security Team

The expected SHSP and UASI grant period will span the dates October 15, 2017 to June 30, 2019.
