Frail Elder Waiver Renewal Application - Public Input due by July 23, 2018

Home- and Community- Based Services (HCBS) waivers are typically approved for a five-year period. They must then be renewed with the Centers for Medicare and Medicaid Services (CMS). This webpage contains information about the Frail Elder Waiver, which MassHealth is currently renewing with CMS. Please see below for links to the waiver renewal application and information about how to provide feedback on the renewal to MassHealth. Please note that feedback must be submitted by July 23, 2018.

The Executive Office of Health and Human Services (EOHHS) is working with the Executive Office of Elder Affairs (EOEA) to renew the Frail Elder Waiver.

As part of the waiver renewal process, EOHHS plans continued growth of waiver capacity (see chart below), as well as certain updates to the Frail Elder Waiver. As summarized below, these changes include:

  • Adding new waiver services that support greater self-sufficiency for waiver participants, including Cellular Personal Emergency Response System (PERS), Evidence Based Education Programs, Goal Engagement Program, Orientation and Mobility Services, and Peer Support
  • Defining the service, “Complex Care Training and Oversight“ (formerly named “Skilled Nursing”) to more accurately reflect actual practice using nurses within the waiver.
  • Defining the service, “Home Safety and Independence Evaluation” (formerly named "Occupational Therapy") to more accurately reflect actual practice using OTs within the waiver.
  • Adding housing search support to the scope of Transitional Assistance services and aligning the service definition with other HCBS waivers
  • Technical corrections and clarifications

Frail Elder Waiver participants who are age 65 or older may continue to choose enrollment in the Senior Care Options (SCO) program.
