DCR Special Event Balloon Policy

As an agency whose mission supports environmental conservation and stewardship, DCR is working towards reducing plastics and general litter in the state parks. For many years it has been the DCR’s policy to prohibit balloon release on state property.  DCR is expanding the Balloon Policy to exclude balloons of any kind on site at events on DCR established areas.

Balloons pose a significant environmental hazard, contributing to litter and as a danger for wildlife and pets. Plastic trash is a serious problem and being careful to remove all items brought into the parks is an important way to be a good steward of our environment. Opting for alternatives like reusable decorations, banners or even biodegradable options helps celebrate without compromising the ecosystem.

  • Tissue Paper Pompoms
  • Banners & Bunting
  • Streamers & Ribbon Dancers
  • Kites & Garden Spinners
  • Pinwheels
  • Dancing Inflatables
  • Inflatable Arch
  • Bubbles

There are many benefits to using eye-catching signage and alternatives. Not only do they contribute to an eco-friendlier celebration, but also have a positive impact for participants. Reusable balloon alternatives offer cost savings over the years and certain items can be branded with the event logo or message. Special events that include any of the items listed above or similar, must be conducted within areas of the park approved for these uses and only in place during the event.

Event logistics are to be coordinated with a special event coordinator and/or parks staff who can direct events to areas of the park that can accommodate such gatherings.   These balloon alternatives cannot be used on DCR beaches during the period of April 1st to September 15th of each year to avoid disturbance of protected shorebirds.  DCR supports carry in, carry out directive. All items brought on site must be removed and/or disposed of in proper receptacles.  All other DCR regulations and guidelines apply.
