Who is Eligible
Households that are eligible for the Low-Income Home Energy Assistance Program (LIHEAP or Home Energy Assistance) are eligible for weatherization services. In addition, households with a member receiving TAFDC or SSI are categorically eligible. Eligibility is based on a maximum gross annual income not to exceed 60% of the Estimated State Median Income. Priority of service is given to those households with elderly, disabled, children (6 and under), LIHEAP high-energy costs, and Native Americans. Homeowners and tenants with their landlord's permission are eligible.
What Weatherization Measures are Included
An average of $4,725 in allowable energy efficiency measures is available for eligible households. Households may also be eligible for a variety of utility funded energy efficiency programs that vary by utility service area. The most common measures are:
- Air sealing to reduce infiltration
- Attic Insulation
- Sidewall Insulation
- Floor Insulation
- Pipe and/or Duct insulation
- Limited Energy Related Repairs.
Homes also receive a thorough evaluation of the heating system as well as health and safety testing of all combustion appliances. Local licensed and insured private-sector weatherization contractors complete the work at no cost to the residents. The local agency inspects all completed work to be certain that the authorized work was completed in a satisfactory manner.
How to Apply
An application for the Home Energy Assistance Program (LIHEAP Program) also serves as the application for the Weatherization Assistance Program.
First-time Home Energy Assistance applicants can apply in person or online at the fuel assistance agency in their area.
Apply online starting October 1, 2023.
For those clients who cannot apply online, apply at the local energy assistance agency that serves your city/town. Click this link for an agency listing by town.
Households must apply each year; applications are mailed to households after the first year. Households can apply starting October 1st online through April 30th of the program year. Applicants who are denied assistance have the right to appeal through the local energy assistance agency.
