About Wetland Notices of Intent

To protect the Commonwealth's wetland resources, the Massachusetts Wetlands Protection Act prohibits the removal, dredging, filling, or altering of wetlands without a permit. To obtain a permit (called an Order of Conditions), you must submit an application to the local Conservation Commission and the appropriate MassDEP Regional Office. This application is called a Notice of Intent, or NOI. Notices of Intent can be filed electronically through the eDEP online environmental filing system, or in hard copy.

Notices of Intent on the EEA Data Portal

The EEA Data Portal provides public access to Wetland Notices of Intent file numbers and comments from MassDEP’s Wetlands staff. The information on the site is current as of the previous business day. You will be able to search for notices by NOI number, City or Town, and Filing date.

Please note that the majority of NOI information dates back to the 1980s, when MassDEP began to data enter wetlands records. However, you may see some sporadic records that date prior the 1980s, as those records were back-entered due to some later action that was taken by the Department. The MassDEP Regional Offices can also provide information about a particular filing.
