Minority- & woman-owned businesses
If the state certifies your enterprise as a minority- or woman-owned business enterprise or nonprofit (MBE, WBE, MNP, WNP), you are eligible to participate in the Commonwealth's Affirmative Market Program (AMP). As an AMP participant, you may receive additional consideration in the bidder evaluation process for Commonwealth procurements.

Noncertified businesses can also receive the additional consideration in the bidder evaluation process by partnering with certified enterprises - as subcontractors, joint venture partners, or in other creative ways that foster development and growth of certified minority- or woman-owned enterprises.

SOMWBA, a Department of Business and Technology agency, helps qualified businesses and nonprofits become certified as MBEs, MNPs, WBEs, and WNPs.

AMP, housed within the Operational Services Division, works closely with SOMWBA, all participating state entities, and certified vendors to develop and maintain equitable practices and policies in the public marketplace, and create opportunities for inclusion of minorities and women in the state contracting process.
