The Division of Capital Asset Management & Maintenance (DCAMM) is pleased to announce that we have moved to an online plans and bid room at DCAMM E-Bid Room.
DCAMM's E-Bid Room is an information center for certain DCAMM construction procurements with estimated costs over $100,000 and certain smaller projects. This includes projects procured under Mass. General Laws Chapter 149, §.44A – J; M.G.L. c. 149A (CM @ Risk); M.G.L. c. 25A (Energy); and M.G.L. c. 30, §.39M.
Announcing Changes Coming Soon:
January 18, 2017 - moving to exclusive online plans access (elimination of CD and/or hard copies)
March 15, 2017 - moving to exclusive online bid submissions (online bidding prior to March 15 continues to be encouraged)
Step 1: Apply for DCAMM Verification to access the E-Bid Room.
Step 2: Once verified by DCAMM, register with the E-Bid Room host, Bid Express.
Bid Room Verification
Effective January 18, 2017, bid documents, plans, and specifications on all future DCAMM Chapter 149, Chapter 149A (CM at Risk projects) and Chapter 30, 39M projects will ONLY be available through the DCAMM E-Bid Room at no cost to interested bidders.
DCAMM will continue to keep one hard copy set of bid documents for projects being bid, which will be available for public viewing in DCAMM’s Bid Room, located at One Ashburton Place, 1st Floor, Room 107, Boston, MA during normal business hours of 8:30am-4:30pm.
Please note: The only exception to this new on-line procedure will be occasional projects that DCAMM deems high security risk. DCAMM will make hard copy sets for those high security risk projects available for distribution directly through DCAMM’s Bid Room at One Ashburton Place, Boston.
All firms accessing the DCAMM E-Bid Room are advised that bid documents, particularly the plans and specifications for Commonwealth buildings are not public documents and are subject to security restrictions. These documents are available to Bid Room Verified Firms actively engaged in bidding public construction work for purposes of the verified firm's evaluation of potential bidding opportunities and bidding only. Firms provided with access to these security sensitive bid documents, plans and specifications shall not duplicate or distribute them, either in hard copy or digitally, to any outside person or entity. Upon concluding review or submission of bids those firms that are not the successful bidders are required to destroy any paper copies and delete any digital files of the bid documents, plans and specifications in their possession. Unauthorized distribution of hard copies or digital files obtained from DCAMM's Bid Room or E-Bid Room can subject a firm and or its principals to decertification, debarment, civil penalties or criminal prosecution.
Firms interested in submitting Statements of Qualifications, General Bids, CM at Risk Proposals, Filed Sub-bids or Trade Bids in the legally required filed sub-bid trades must be DCAMM certified prior to submission of statements of qualifications, proposals or bids.
Step by step tutorials on electronic bidding and other E-Bid Room functions are available 24/7 on the Bid Express website.
