The Division of Capital Asset Management & Maintenance (DCAMM) is pleased to announce that we are enhancing our construction contract procurement processes by moving to a web-based Electronic Plans Room and Online Bidding.
DCAMM's E-Bid Room is an information center for construction related procurements. Certain DCAMM construction procurements with estimated costs over $100,000 and certain smaller projects are posted here with general procurement information. This includes projects procured under Mass. General Laws Chapter 149, §.44A – J; M.G.L. c. 149A (CM @ Risk); M.G.L. c. 25A (Energy); and M.G.L. c. 30, §.39M. Plans and specifications and related procurement documents for selected projects are available for viewing and downloading to DCAMM pre-verified firms.
As of July 15, 2016 DCAMM's E-Bid Room started accepting bids online. For further details see DCAMM's E-Bid Room Begins Accepting Bids Online .
Bid Room Verification
Firms wishing to view and/or download bid documents and/or submit bids must also be registered with DCAMM's E-Bid Room host vendor, Bid Express. There is no cost to register with Bid Express for purposes of viewing DCAMM’s E-Bid Room, reviewing or downloading DCAMM bid documents on DCAMM projects.

Firms are strongly encouraged to review, download, and print DCAMM’s bid documents, plans and specifications, from DCAMM’s E-Bid Room. At this time, a limited number of CDs and hard copy sets will be made available to firms needing them and bid deposits will be required. Over time, DCAMM plans to discontinue providing CDs and hard copy sets.
When DCAMM's Electronic Bid Room function is activated, firms interested in submitting Statements of Qualifications, General Bids, CM at Risk Proposals, Filed Sub-bids or Trade Bids in the legally required filed sub-bid trades must be DCAMM certified prior to submission of statements of qualifications, proposals or bids. All firms accessing DCAMM's E-Bid Room are advised that the bid documents, particularly the plans and specifications available for viewing and downloading on DCAMM's E-Bid Room are not public documents and are not available to the public. These are plans and specifications for Commonwealth buildings and are subject to security restrictions. They are being provided to Bid Room Verified Firms actively engaged in bidding public construction work for purposes of the verified firm's evaluation of potential bidding opportunities and bidding only. Firms provided with access to these security sensitive bid documents, plans and specifications shall not duplicate or distribute them, either in hard copy or digitally, to any outside person or entity. Upon concluding review or submission of bids those firms that are not the successful bidders are required to destroy any paper copies and delete any digital files of the bid documents, plans and specifications in their possession. Unauthorized distribution of hard copies or digital files obtained from DCAMM's Bid Room or E-Bid Room can subject a firm and or its principals to decertification, debarment, civil penalties or criminal prosecution.
