June 2015: To use eDEP PDF forms you must do these 2 things:
1) Set eDEP as a “trusted site” (This will resolve problem of forms opening with blank fields or an error).
2) Use one of the browser/Reader combinations that currently work and are described in Troubleshooting eDEP
This applies to forms that are based on PDF - those are listed below. These instructions do NOT apply to other eDEP forms.

eDEP Get Started and Troubleshooting
eDEP is a secure site for submitting environmental permits, transmittals, certifications, and reports electronically to MassDEP. With eDEP, you can fill out your forms online, save your work, return to it later, submit your forms online, submit over-the-counter payments for some forms, "sign" your submittals, and print out receipts of your transactions.

Most eDEP forms require Adobe Reader to display. Adobe updates this product frequently, so some Reader versions may not currently be compatible with eDEP.
While eDEP will work on many systems, in different browsers and with varied Reader versions, Windows 7 with Firefox 38 and the latest version of Reader 11 (11.0.11) or Internet Explorer 8 using previous Adobe Reader 11.0.0 are the most recent configurations to be tested and confirmed to work.
eDEP Account Security
eDEP has added features to make your account more secure and easier to manage.
To enable these features, eDEP will prompt you to review and accept the revised Terms and Conditions and then to set-up your security questions.
The security questions help confirm your identity whenever you make changes to your profile or reset your password. After setting-up your security questions, you will be able to reset your password automatically.
In some cases, you may also need to answer a security question when you sign your form. Certain forms are now subject to federal requirements for this additional verification.
However, if you are completing a form that does not require such verification, then you will see no change when signing your form.
