The Energy Facilities Siting Board (“Siting Board”) conducted a hybrid (both in-person and via Zoom) Siting Board meeting in the EFSB 25-08- Hillman Energy Center LLC docket on Tuesday, June 30, 2026, 9:00 a.m.to 1:00 p.m.  

 The Siting Board meeting took place in the Department of Public Utilities’  Large Hearing Room on the 3rd Floor of One South Station, Boston.  The purpose of the meeting was for the Siting Board to deliberate and vote on whether to approve the Tentative Decision prepared by Staff regarding the Hillman Energy Center’s petition for individual and comprehensive zoning exemptions from the Town of Tewksbury’s Zoning Bylaw for the construction and operation of the Company’s proposed battery energy storage system project to be located at 73-75 Hillman Street, Tewksbury, Massachusetts.

The Siting Board anticipates the following schedule: 

Starting at 10:00 a.m., the Siting Board will hear staff presentations on final regulations and guidance, 980 CMR 15.00, Cumulative Impact Analysis and Standards for Applying Site Suitability Criteria.   EFSB 25-10. The Siting Board will hear public comment as time allows, and will deliberate and vote on final regulations The Siting Board anticipates providing the final regulations and a Tentative Decision adopting the final regulations before the Siting Board meeting.   The draft final regulations and CIA Report Template documents will be posted when available on the following website: EFSB 25-10 - Proposed Rulemaking | Mass.gov. 

Immediately after the vote on the final regulations, the Siting Board will deliberate, and vote on a Tentative Decision in the Acushnet to Fall River Reliability Project, EFSB 21-04/D.P.U. 21-149. The Siting Board anticipates issuing the Tentative Decision for comment at least one week before the Board Meeting. After the vote on the Acushnet proceeding, but not before 1:00 p.m., the Siting Board will deliberate, and vote on a Tentative Decision in Holyoke Gas and Electric LNG Project, EFSB 22-07. The Siting Board issued a Decision to open a rulemaking proceeding, including proposed regulations and guidance, on September 12, 2025.  The Siting Board conducted public comment hearings and received written comments on the proposed regulations and guidance in October and November 2025.  In response to comments received, Siting Board staff revised the proposed regulations, and on January 6, 2026, the Siting Board released  drafts of the final regulations.  At a January 7, 2026 Board meeting, the Siting Board heard staff presentations on comments received on the proposed regulations and guidance, and recommended changes to the proposed regulations, and allowed for additional written comment.

At the forthcoming Board meeting, the Siting Board will hear staff presentations on the final regulations and guidance.  The Siting Board will hear public comment as time allows.  The Siting Board anticipates providing the final regulations and tentative decision adopting the final regulations before the Siting Board meeting.  For periodic updates, please visit the Siting Board’s webpage for siting and permitting reform updates:  EFSB 25-10 - Proposed Rulemaking | Mass.gov.

The Energy Facilities Siting Board (“Siting Board”) will conduct a public meeting on Wednesday, January 7, 2026, and Thursday January 8, 2026 as needed, to consider draft regulations implementing the siting and permitting reforms from An Act promoting a clean energy grid, advancing equity and protecting ratepayers, St. 2024, c. 239 (the “2024 Climate Act”).
