Meeting Minutes

  1. Call to Order and Roll Call Attendance
    1. Meeting called at 1:08pm
  2. November 2022 Meeting Minutes Review/Votes
    1. Nancy C. motioned and Patty seconded.
    2. Minutes passed by roll call.
  3. DPH Survey Results Discussion
    1. Still collecting responses Patty submitted the Sheriffs report on Friday and the new report with change will be submitted. All county data has been submitted except for Nantucket as they do not have a House of Correction.
    2. Report is 87 pages long and reflects the commitment to people looking at re-entry.
    3. Three areas of specific need across the state housing type, transportation, treatment programming for women.
    4. Marie Turly – opportunity to share with the community what is going on and how they are working with the women.
  4. Discussion of the PLS Report
    1. This repot is specific to the DOC – the recommendations can be applied to corrections overall. This is often a struggle when groups generalize their recommendations to DOC and not including Sheriffs and there are differences between facilities.
    2. Medical Parole is a source information. However, Patty states that if someone is put on a monitor is that proven to suffice for medical parole supervision. It is going to be a challenge base on where the person is within the system and what the rules are if the individual meets those requirements. However, this is a request that would come from the Superintendent.
    3. Does the gender specific information prove helpful are there aspects that get in the way of DOC initiating more requests?
      1. Patty – the references on the data speak to the gross data of men and women
        1. Allison will pull data of the percentages of incarcerated folks by gender from the research division.
      2. Nancy – DOC hasn’t always been transparent and we are trying to collect the data for our work but it difficult in this climate.
        1. Patty stated that all facilities in the state have at least a half dozen auditing bodies that provide oversight.
      3. Patty states that this makes sense from an advocacy group but does PLS has a wide enough base of understanding to cover the whole state. Do we have guidelines that allow a group to audit within their own state?

  6. Public Comment
    1. Marie Turley sits within external affairs in the Sheriff’s office and we look at each others roles and advocate. It is wise to look at the regionality of the women in the report and see what the needs are based on a regional approach.
  7. Adjourn
    1. The meeting adjourned at 2:30ppm
