Law Enforcement Body Camera Privacy & Record Keeping Subcommittee Meeting

Minutes

12:00 p.m., March 18, 2022

Meeting was called to order at 12:15 p.m., and a quorum established. 

Those in attendance:

Tim King, Hillary Farber, Emiliano Falcon-Morano, Steve Sargent, Dan Nakamoto, Angela Davis, Suleyken Walker

Motion was made and passed to approve the meeting minutes of 3.1.22 & 3.7.22.

Members of the public were welcome to make comments, Annemarie Grant made remarks.

Subcommittee members began discussion of the draft.  The Body Camera activation/deactivation was a discussion point for a majority of the meeting.  Of interest is the notice of BWC recording, entry into a home, and the difference with a consent search, when to activate/deactivate.  There are distinctions that were made by all members.  EOPSS will attempt to incorporate the feedback from the group into edits this week.

All members are urged to go into the draft P&RK doc this week and review it, leave comments before next Friday.  The aim will be to finish review.

Members decided to meet Friday 3.25.22 from 9am to 11am.  Motion was made and passed to adjourn.

    1. Implementation of Commonwealth v. Yusuf:
      1. Should the BWC task force make recommendations for best practice on how to ensure officers cannot view footage for a separate criminal investigation as was held to be unconstitutional in Yusuf?  Who to draft?
    2. Use of BWC in schools and under what circumstances.
