Program Information
The Business Builds Capital Grant Program (Business Builds) is a competitive funding initiative created by the Mass Leads Act to support for-profit business expansion and private investment in Massachusetts. Not-for-profit entities are not eligible for Business Builds.
Administered by the Massachusetts Office of Business Development (MOBD) within the Executive Office of Economic Development (EOED), the program provides capital reimbursement grants to businesses making qualified investments in Massachusetts facilities.
The program is designed to:
- Support business expansion and relocation within Massachusetts
- Spur job creation in Gateway Cities, rural towns, and underutilized spaces
- Encourage climate-friendly capital investments in facilities and equipment
- Complement existing programs such as the Economic Development Incentive Program (EDIP)
The capital grant program will require a dollar-for-dollar (50/50) match from the applicant.
About the Capital Grant Program
Business Builds supports established businesses making significant capital expenditures that will allow the business expand operations, create jobs, or relocate to Massachusetts. Small businesses and those seeking capital grants of less than $500,000 should consider other programs, such as Biz-M-Power.
Eligible applicants include businesses undertaking qualified capital investments in Massachusetts facilities. Projects may be ineligible if they’re already funded under the Climatetech Tax Incentive for facilities or Mass Life Sciences Center capital programs, such as, BioBoost (unless the business is applying for a separate project).
Eligible uses of grant funds include:
- Construction, buildout, and fit-out using climate-friendly materials
- Equipment purchases aligned with project sustainability goals
- Site preparation and infrastructure (water, sewer, power, HVAC, clean energy installations)
Ineligible expenses include operating expenses, working capital, and non-capital administrative costs.
Applications for Business Builds are accepted on a rolling basis through the Business Front Door. Reviews and awards are made quarterly.
How to Apply
Before applying for the Business Builds Capital Grant Program, you should:
- Review the Request for Proposals: Please review the Business Builds Request for Proposals in detail prior to applying to the program.
- Register with the Business Front Door: Apply to Business Builds through the Business Front Door, the state’s business portal for connecting businesses with a single point of contact to help address their business resource needs. Check out the Business Front Door. To access the Business Builds application, follow these steps:
- Log in to the portal using your MyMassGov account and create a business profile in the Business Front Door.
- Visit your business “Dashboard” and navigate to the “Applications” tab to view the Application Center.
- Under “Business Front Door Applications”, select Business Builds application.
- After starting the application, “Your Program Applications” section will appear on your business Dashboard with the in-progress application.

Required Documents
All businesses should request these documents early in the application process and notify Business Builds staff of any issues obtaining them. All documents should be dated with 90 days of the application submission.
- MA Department of Revenue (DOR) Certificate of Good Standing: The business applicant must submit a Certificate of Good Standing from Massachusetts DOR.
- MA Department of Unemployment Assistance (DUA) Certificate of Compliance: The business applicant must submit a Certification of Compliance from Massachusetts DUA. *Note: this document may require additional lead time.
- Corporations Division Certificate of Good Standing: The business applicant must submit a Certificate of Good Standing from Massachusetts Secretary of Commonwealth’s Corporations Division.
Awarding & Contracting
Funds are disbursed on a cost reimbursement basis, on 45-day cycles. Grantees will be required to enroll in Electronic Funds Transfer (EFT) as a contract requirement. A Business Builds grant may run for a maximum of 3 full fiscal years following contract execution. The grant request may span fiscal years, but the funding must be spent in accordance with the drawdown schedule in the contract.
