The public outreach process for this Program utilizes comprehensive communication strategies to engage the diverse communities within the region and solicit feedback. To better understand and engage these communities and their needs, a robust Public Involvement Plan (PIP) was developed to guide the public outreach process and identify key stakeholders and an outreach schedule. This has enabled the Program to conduct five rounds of outreach to date and engage with many different groups and organizations to ensure the outreach process is as inclusive as possible.
Each round of outreach has included two virtual public information meetings. The first round was conducted in Summer 2021, the second in Fall 2021, the third in Fall 2022, the fourth in Winter 2023, and the fifth in Spring 2023. Additionally, the Program team has hosted legislative briefings and targeted stakeholder meetings with numerous entities and organizations.
Notification materials were developed in advance of each public meeting and while the percentages of the census tract populations that only speak non-English languages are relatively low, materials were also translated into multiple languages as a matter of course. Spanish, Portuguese, American Sign Language, and Communication Access Realtime Translation (CART) interpreters were made available during meetings with other languages and services available by request. Meeting materials were made accessible and posted after each meeting to the Program’s Past Events Page.
Additionally, the Program established an Advisory Group to allow for increased engagement with key stakeholders. The first two meetings were held on May 16, 2023, and September 23, 2023. These meetings will continue throughout the duration of the Program. An in-person Open House was also held on May 17, 2023 to provide the public with an opportunity to meet the Program team, learn more about the Program and the Environmental Notification Form and share comments and questions.
Soliciting feedback and incorporating public input into the Program design has been a top priority. Comments from the public and key stakeholders have been integrated into the Program to the maximum extent possible. In addition to feedback submitted in-person, via phone, mail, or email, the public also has access to an online comment form hosted by the innovative Public Involvement Management Application (PIMA).
