Unemployment Insurance Modernization

The Employment Modernization and Transformation (EMT) Program is a multi-year initiative focused on delivering a transformational Unemployment Insurance experience to businesses and workers.

The Massachusetts Department of Unemployment Assistance (DUA) is taking a major step forward to better serve employees and employers through the modernization of the unemployment insurance system. This modernization is called the Employment Modernization Transformation (EMT).

Phase 1 of the project is live! Employers, Third-Party Administrators (TPAs), and Agents can now access Unemployment Services for Employers for seamless tax-related transactions with the DUA. Please note that all benefit-related transactions should continue to be conducted through the UI Online system.

As part of Phase 2 of the modernization anticipated in 2025, claimants will experience an improved process for uploading information while noticing a mobile-friendly design with increased accessibility features, making it more convenient to apply for unemployment assistance.
