Highway Safety Division

The mission of the Executive Office of Public Safety and Security's Highway Safety Division is to facilitate the development and implementation of policies, programs, and partnerships to help reduce fatalities, injuries, and economic losses from motor vehicle crashes on Massachusetts roadways.

The Safe Driving Law signed by Governor Patrick became effective on September 30, 2010. Among other provisions, the law bans sending, typing or reading electronic messages to or from handheld devices while operating a motor vehicle. This includes use of the internet and text messaging. The law bans all handheld electronic devices by junior operators while behind the wheel. Officials foresee rigorous enforcement of this law which prohibits activities that studies have shown to negatively impact driving ability as much as driving while impaired by alcohol. This publication, sponsored by NHTSA, will provide guidelines and ideas for State officials and other stakeholders interested in establishing an Impaired-Driving Statewide Task Force or who are exploring ways to improve their current task force.
