Notice of Intent to Award Funds to the Massachusetts Department of Correction

The Office of Grants and Research intends to award up to $250,000 in federal FFY21 Byrne Justice Assistance Grant (JAG) funding to the Massachusetts Department of Correction (DOC).

To effectively combat the introduction of contraband into correctional facilities, there is a clear need for enhanced technologies to include intelligence-sharing capabilities, improved staff training, stronger anti-smuggling policies, strengthened investigative capabilities, accountability measures, enhanced communication monitoring, adaptation to new smuggling techniques and legal reforms. Meeting these needs will significantly improve security and reduce the flow of illegal items into prisons, ultimately contributing to safer and more effective correctional systems. Using this grant funding, DOC will purchase and implement a millimeter wave body scanner — a type of imaging technology commonly used in security settings such as airports, public events or security facilities — to detect concealed items or threats hidden under clothing or within a person’s body. These scanners use millimeter waves — electromagnetic waves with frequencies between microwaves and infrared light — to create detailed images of the body’s surface.

The anticipated award period is February 1, 2025, to June 30, 2025.
