Building Code Study and Local Floodplain Action Guide

Learn about this collaborative project to promote flood resilience in Massachusetts

In October 2023, the Healey-Driscoll Administration released its 2023 Statewide Hazard Mitigation and Climate Adaptation Plan, a federally mandated plan known as ResilientMass that details over 125 actions state agencies can take, individually or through partnerships, to ready Massachusetts for the impacts of climate change. Among the most significant climate hazards facing Massachusetts are flooding from precipitation and coastal flooding and erosion due to sea level rise. Learn about this collaborative project between the Executive Office of Economic Development (EOED), the Executive Office of Energy and Environmental Affairs (EEA), the Department of Conservation and Recreation (DCR), and the Office of Coastal Zone Management (CZM) to strengthen Massachusetts’ resilience to flooding.

Overview

In collaboration with EEA, DCR, and CZM, EOED is making efforts to address flood resilience on two fronts: 

  • State Building Code Study: EOED is evaluating the Massachusetts building code for opportunities to strengthen flood resilience in statewide construction standards  
  • Local Floodplain Action Guide: EOED is developing a guide for cities and towns to take impactful zoning, administrative, and other local actions to promote flood-resilient construction 

Between October 2023 and June 2024, EOED will hold a series of engagement sessions to gather input about these topics. Sessions will be conducted in an online format, with date, time, topic, and joining details published in the events section below.

Learn about the 2023 ResilientMass Plan

The ResilientMass Plan is Massachusetts' 2023 State Hazard Mitigation and Climate Adaptation Plan. It identifies collaborative strategies and specific actions that state agencies can take to increase Massachusetts’ resilience to climate change.
