The Executive Office of Administration and Finance is charged with responsibility for the development, implementation, and overall management of a program to encourage the participation of businesses owned and controlled by service-disabled veterans in all areas of state procurement contracting, including contracts for public construction, design services, and commodities and services.

Purpose and Scope

Pursuant to Chapter 108 of the Acts of 2012 and Executive Order 546, the Executive Office of Administration and Finance is charged with responsibility for the development, implementation, and overall management of a program to encourage the participation of businesses owned and controlled by service-disabled veterans in all areas of state procurement contracting, including contracts for public construction, design services, and commodities and services.

Accordingly, it is the policy of the Commonwealth to promote access and equity of opportunity in state contracting; and, in furtherance of this policy, to encourage the participation of businesses owned and controlled by service-disabled veterans in all areas of state procurement contracting, including contracts for public construction, design services, and commodities and services.

Attached hereto are the Service-Disabled Veteran-Owned Business Enterprise Program Guidelines.

A&F Secretary Approval and Effective Date

This Administrative Bulletin published by the Executive Office for Administration and Finance shall be effective as of the date specified below:
