Notice of Public Comment Period Extension

Following the MCAD's February 17, 2026 public meeting, the MCAD Commissioners unanimously voted to extend the public commentary period for the updated draft of the agency’s procedural regulations, 801 CMR 1.00 Rules of Procedure, until March 31, 2026.

Written comments can be submitted by email to MCADProRegs@mass.gov as an attached Word or PDF document or as text within the body of the email with the name of the regulation in the subject line. All written comments should include the sender’s full name, mailing address, and organization or affiliation, if any. Individuals who are unable to submit comments by email should mail written hard copies to 1 Ashburton Place, Room 601, Boston, MA 02108.

Notice of Public Comment Period

The MCAD Commissioners have approved an updated draft of the agency’s procedural regulations, 801 CMR 1.00 Rules of Procedure, for review and comment by the public prior to the Commissioner’s approval and publication.

The draft regulations significantly revise the MCAD case processing and procedure to implement a new comprehensive case management system and online complaint filing portal. The proposed revisions also address the Commissioners’ roles in case processing in light of recent statutory changes made to M.G.L. c. 6, sec. 56, in addition to other changes. Access the draft regulations: DRAFT MCAD Procedural Regulations for Public Comment

The deadline to submit written public comment was originally set for January 30, 2026 (now extended until March 31, 2026).  Written comments can be submitted by email to MCADProRegs@mass.gov as an attached Word or PDF document or as text within the body of the email with the name of the regulation in the subject line. All written comments should include the sender’s full name, mailing address, and organization or affiliation, if any. Notice of Public Hearings

The MCAD will additionally hold three public hearings during which public comments may be submitted verbally in and in writing. The hearings will be held on:

  • Friday, January 23, 2026, at 12:00PM to 1:30PM
  • Monday, January 26, 2026, at 12:00PM to 1:30PM - TO BE HELD FULLY REMOTE DUE TO INCLEMENT WEATHER
  • Wednesday, January 28, 2026, at 12:00PM to 1:30PM

The first and third hearing will be hybrid—Monday, January 26 will be hosted fully virtual on Zoom.
