Apply to use Construction Management At-Risk or Design-Build

Awarding authorities may use construction management at-risk (CM at-risk) or design-build for projects of $5 million or more, instead of the sequential design-bid-build process.

Under M.G.L. c. 149A, you must submit an application to the OIG to use construction management at-risk (CM at-risk) or design-build for certain public projects of $5 million or more. DCAMM, the Massachusetts Port Authority (Massport), the Massachusetts Bay Transportation Authority (MBTA), the Massachusetts Water Resources Authority (MWRA), the Massachusetts State College Building Authority, and the University of Massachusetts Building Authority must submit procedures to the OIG for review.
