G.L.c. 6, §178E (f), a juvenile court judge is required to make an individualized determination whether a delinquent juvenile or a youthful offender committed to DYS on a sex offense should be required to register as a sex offender. Further, mandatory GPS monitoring in G.L.c. 265, §47 does not apply to youthful offenders but is rather left to the discretion of a juvenile court judge and to be decided on an individualized basis.
