About this program   for Apply for a MassDEP Commercial Refrigeration Grant

Through its Commercial Refrigeration Grant Program, the Department of Environmental Protection (MassDEP) is providing financial incentives for:

  • Voluntary adoption of more climate-friendly, low global warming potential (GWP) refrigerants in commercial refrigeration equipment across the state; and
  • Installation of permanent leak detection systems at existing facilities that use hydrofluorocarbon (HFC) refrigerants.

The table below summarizes eligible project types and the maximum grant amounts available for each.

Type I – New Facilities: Installation of ultra-low-GWP (<10) refrigerant systems

 

 

Lower of $75,000 or incremental cost of ultra-low-GWP system for projects located in Environmental Justice (EJ) populations

Lower of $50,000 or incremental cost of ultra-low-GWP system for all other projects

Type II – Existing Facilities: Installation of ultra-low-GWP (<10) refrigerant systems (full or partial conversions)

Lower of $200,000 or incremental cost of ultra-low-GWP system for projects located in EJ populations

Lower of or incremental cost of ultra-low-GWP system for all other projects

Type III – Refrigerant Retrofit: From high-GWP (>3900) to lower-GWP (<1500) refrigerant

 

Lower of $75,000 or 50% of refrigerant retrofit costs for projects located in EJ populations

Lower of $50,000 or 25% of refrigerant retrofit costs for all other projects

Type IV – Permanent Refrigerant Leak Detection Systems: Installation at existing facilities using high-GWP (>3900) refrigerant

Lower of $15,000 or 75% of costs for projects located in EJ populations

Lower of $10,000 or 50% of costs for all other projects.

  1. Review the Guidance

    Program funding is available to new or existing retail food locations, food banks, and nonprofit institutions in Massachusetts that are installing refrigeration systems containing ultra-low-GWP (<10) refrigerants.

    Grants are also available for retrofits and leak detection systems at existing facilities with refrigeration systems that use more than 50 pounds of high-GWP (>3900) refrigerant.

  2. Apply Online

    MassDEP will accept applications through February 3, 2023.

    To apply for an incentive under this program, you will need to complete an online application form confirming your organization's eligibility and providing detailed project information.

    You must disclose any additional external funding sources, including other grants or carbon reduction programs, that you anticipate using to fund the project.

    The Program Requirements document in Step 1 above specifies additional documentation you are required to submit, or may optionally upload, as attachments.

    Please Note: All application materials submitted will become public records upon completion of grant awards.

  3. MassDEP Reviews Your Application

    The agency will review your application for completeness and eligibility. MassDEP will then evaluate all complete, eligible applications and select grant recipients based on program criteria. The agency will notify ineligible applicants via email after this process is complete. 

    If you are a selected applicant, MassDEP will issue you both an Approval Letter and a Contract Document, an example of which is provided below. You will have 30 days to return your executed and signed agreement to the agency.

  4. Complete Your Project

    Once your project is underway, you will need to submit quarterly progress updates to MassDEP.

    After you finish your project, you will need to submit a final report to the agency. This should include:

    MassDEP will pay your grant funds on a reimbursement basis after you submit invoices and required documentation.
