The fiscal year 2016 (FY16) budget is an estimate of income and spending for the period of July 1, 2015 through June 30, 2016. This budget is also known as the General Appropriations Act (GAA) or "Chapter 46 of the Acts of 2015."

The $38.117 billion spending plan, which holds growth to a responsible 3% over the previous fiscal year, solves a $1.8 billion structural deficit without new taxes, makes critical investments in local aid, education and transportation, and gives the administration many new tools to fix the troubled MBTA including the creation of the MBTA Fiscal Management and Control Board and the three-year suspension of the Commonwealth’s anti-privatization law.

Additionally, a year-end supplemental budget was also filed to support the Commonwealth’s cities and towns for historic winter weather and snow removal costs, family homelessness prevention and combatting opioid abuse, while paying down debt in advance and increasing the balance of the Stabilization Fund (Rainy Day Fund) for the first time in three years.

Key dates in the FY16 budget process:

  • March 4, 2015 - The Baker - Polito Administration files its first budget proposal. This proposal is for Fiscal Year 2016 (FY16). The bill, known as House 1, goes to the House of Representatives for review.  
  • April 30, 2015 - The House of Representatives approves a final, amended version of the bill which is sent to the Senate for consideration
  • May, 2015 - The Senate approves a final, amended version of the bill which is sent to a Conference Committee for review
  • July, 2015 - The Conference Committee reports a final compromise bill to the House and Senate for a final vote of acceptance in each branch
  • July 17, 2015 - The Governor issues his reductions and denials (vetoes) of the Conference Committee's bill.  The FY16 Budget is signed.
  • January 8, 2016 -  Secretary of Administration and Finance notifies the Governor and house and senate committees on ways and means that there is a revenue shortfall
  • January 8, 2016 - Governor invokes 9C authority
  • July 8, 2016 - The Governor requests a supplemental budget
