2018 Olmstead Plan

An Olmstead Plan is a state’s roadmap for how it will support people with disabilities to receive services in community settings.

It is named after a 1999 ruling by the U.S. Supreme Court about the rights of people with disabilities to receive services in the community and as an alternative to receiving services in a facility-based setting.

This 2018 Olmstead Plan is Massachusetts’ roadmap for how we will support people with disabilities to live, work and thrive in their chosen communities. In 2008, Massachusetts created its first Olmstead Plan to achieve these goals. In 2018, Massachusetts updated its 2008 Olmstead Plan. The 2018 Olmstead Plan records the progress made since 2008. 

The 2018 Olmstead plan includes four main goals: 

  1. Expanding access to affordable, accessible housing with supports 
  2. Enhancing community-based long-term services and supports 
  3. Promoting community-integrated employment of people with disabilities 
  4. Investing in accessible transportation for people with disabilities
