Attached please find the FY 2023 report for DCAMM's Affirmative Marketing Program (AMP) for MBE/ WBE business participation, veteran business participation, and minority and women workforce hours on DCAMM projects.
I am very pleased to report that DCAMM’s overall annual spending has met or exceeded all availability- based goals for MBE and WBE participation as well as a majority of the higher enhanced target goals set by DCAMM to go beyond the availability-based goals prescribed by the 2017 Disparity Study.
For workforce participation, DCAMM continues to show strong results for minorities working on DCAMM construction and design projects. Women’s participation in design continues to be very strong. However, meeting the benchmark for female participation in our construction workforce continues to be a challenge. DCAMM’s compliance team is taking on this challenge and putting renewed focus into increasing women’s participation specifically. This will include working with industry stakeholders to cultivate new workers, educate contractors, and promote opportunities, as well as monitoring compliance.
Additionally, DCAMM continues to support increased veteran-owned business participation in our projects, including extensive outreach to ensure veteran participation on the new Holyoke Veterans’ Home project, which is among the largest projects in our agency’s history.
The attached report provides additional details about these initiatives and DCAMM’s Affirmative Marketing Program, including detailed backup reports for payments, awards, and workforce tracking for FY 2023.

Section 1. AMP for Design and Construction Report - Summary of FY 2023 Key Results
This report summarizes performance under the Division of Capital Asset Management and Maintenance’s (DCAMM) FY 2023 Affirmative Marketing Program (AMP) for Design and Construction, as well as workforce utilization data compiled for FY 2023 from firms working on DCAMM construction and design projects. It also includes Veteran Business Enterprise (VBE) and Service-Disabled Veteran Owned Business Enterprise (SDVOBE) participation as prime contractors, which for purposes of this report are collectively referenced as VBEs, on DCAMM construction and design projects.
1.1 Foundations of DCAMM’s AMP Program
DCAMM’s program to expand access and opportunity for Minority and Women-owned (MBE/WBE) construction and design firms spans over three decades. Massachusetts General Law Chapter 7C, §6 and its predecessor legislation originally established programs first for MBE firms, then later adding WBE firms. The early program focused exclusively on construction projects and later expanded to design services and workforce reporting.
In addition to Chapter 7C, §6, Chapter 149, §44A(2)(G), along with A&F Administrative Bulletins 14 and 17A as well as related laws, executive orders and ANF bulletins establish current MBE/WBE business participation and workforce data collection and reporting requirements and set workforce participation benchmarks on DCAMM and other state agency and state-funded construction contracts. Executive Order 599. includes participation, tracking and reporting of Veteran Business Enterprises (VBE) and Service-Disabled Veteran Owned Business Enterprise (SDVOBE) contract expenditures.
1.2 Organization of FY 2023 AMP Report – Construction, Design, Workforce
Due to overlap of the previous “Legacy” AMP Program and the newer “AMP 2020” Program, construction and design payments/awards are reported separately in this report for Legacy and AMP 2020 projects. Projects advertised on or after July 1, 2020, fall under the AMP 2020 Program and projects advertised before that date fall under the Legacy Program. This section provides an overview of results for both groups of projects. In FY 2023 about 55% of total construction and 37% of total design payments were made in projects under the AMP 2020 Program.
Our workforce program, which promotes minority and women workforce participation on our construction and design projects is also summarized in this section. The Legacy and AMP 2020 distinctions are not relevant to our workforce reporting.
Subsequent sections of this report provide more detailed summaries (with project-level backup reports in the appendices), along with discussions on methodology and AMP initiatives underway by DCAMM and our partners.
1.3 Methodology for Calculating AMP 2020 and Legacy Program Results
The approach to calculating results for payments and contract awards is identical for both Legacy and AMP 2020 project portfolios. These results represent a weighted average that compares all relevant prime spending for design or construction (majority and minority firms) from MMARS – the Commonwealth’s accounting system of record – with MBE, WBE, VBE primes, and subcontractors tracked through various internal data platforms. This prime spending across the construction and design portfolio forms the denominator in a fraction, with the numerator comprised of MBE, WBE (or VBE) participation through either prime or subcontracts on those same projects. The resulting ratios (% shares credited to MBE/WBE or VBE firms) for the fiscal year are then compared with the goals/targets we have established for each program. Additional details on establishing these targets are presented below.
1.4 AMP 2020 Results - Payments
For projects under the AMP 2020 Program, DCAMM measures performance against two sets of goals/targets. The first set, referred to throughout this report as AMP 2020 “availability – based goals” are based on availability of MBE and WBE firms in our design and construction market as determined under our 2017 Disparity Study. The second set of targets are more aspirational, where we look to “out-perform” the availability-based goals. These are referred to throughout this report as “enhanced target goals”. The table below, and other summary tables that follow present FY 2023 results along with both sets of targets for reference.

Payment Results
All AMP 2020 availability – based goals for payments were exceeded for both construction and design. All “aspirational” enhanced target goals were met with one exception – MBE design (see table above, and Table 1.1 in Section 2 of this page below for additional detail).
1.5 AMP 2020 Results - Awards
Contract awards during the Fiscal Year are reported here using the same availability – based goals and enhanced target goals used for the AMP 2020 payment results. These results reflect construction and design contracts that were signed during FY 2023. Design and construction contracts include requirements for minority and women-owned subcontractor participation based on project-specific factors such as size, scope, location along with availability of certain types of subcontractors based on the 2017 Disparity Study.

Award Results
All AMP 2020 availability – based goals were met for both construction and design. Enhanced target goals were all met, except for WBE construction which fell below target by just 0.1 percentage point (see Table above, and Table 2 in Section 2 of this page below for additional detail).
- Note that WBE design award results are driven by WBE primes awarded key projects.
1.6 Legacy Program Results – Payments Only
For projects under the Legacy Program DCAMM measures payment performance against just one set of combined program goals. That is, under the Legacy Program, there was a combined MBE and WBE goal for all projects based on the previous Disparity Study published in 2010. There are no enhanced target goals under the Legacy Program. All projects are awarded during FY 2023 under the AMP 2020 Program, so there are no award results to present for Legacy projects.

- Construction - Combined MBE/WBE results exceeded target of 10.4%
- Design - Combined MBE/WBE results significantly exceeded target of 17.9%. As with AMP 2020 results, the Legacy WBE design results are driven by WBE prime design firms.
1.7 Workforce Reporting
Construction Workforce Methodology
Our AMP Program tracks required (self-reported) payroll submissions by construction firms on our construction projects during the reporting FY.
ANF Administrative Bulletin #14 establishes the following workforce participation benchmarks on state construction contracts:
- % Share of Total Hours Worked by Minority Employees 15.3% Benchmark
- % Share of Total Hours Worked by Female Employees 6.9% Benchmark
The construction workforce benchmark calculations are provided in two ways in this report. We first calculate the share of minority and women workforce hours based on just those hours reported during FY 2023. Second, we calculate the total cumulative hours reported from the inception of those same projects. In this section of the report we focus on the hours reported within FY 2023. Additional information, including cumulative project to date hours reported and breakdown of hours reported by specific minority groups, are provided in Tables 5.1, 5.2, 5.3 for construction found on this page below. Project-level details are provided in the AMP for Design and Construction FY 2023 Annual Report, appendix 14.
Designer Workforce Methodology
A similar approach is used – comparing total self-reported designer hours reported against those reported by minorities and women to determine percent shares. However, there are no benchmarks for design workforce. Also, workforce reporting is limited to prime firms only (no subconsultants).
Further details on reported hours for design services are given in Tables 6.1, 6.2, 6.3 in Section 2 of this page below. Project-level details are provided in the AMP for Design and Construction FY 2023 Annual Report, Report 15.

Construction Workforce Results
- At 25.5% of nearly 1.1 million total construction hours reported in FY 2023 - minority hours significantly exceeded the benchmark of 15.3%.
- 16.6% of all hours reported in FY 2023 were by Hispanic workers.
- 6.6% of all hours reported were credited to African American workers.
- Women construction workers were credited with 3.6% of total hours reported in FY 2023, below the benchmark of 6.9%.
Designer Workforce Results
- There are no benchmarks for design hours under the program.
- Women, however, were credited with nearly 48% of the 58,500 total design hours reported in FY 2023.
- Minorities reported 36.6% of all design hours, with Asians (17.9%) and Hispanics (7.2%) representing the highest shares of minority designer hours.
1.8 VBE Program Results – Payments
Executive Order 599 which includes participation, tracking and reporting on Veteran-Owned Business Enterprises (VBEs) – which for purposes of this report includes both VBEs and Service – Disabled Veteran-Owned Business Enterprises (SDVOBEs).
The Commonwealth’s established goal for VBE participation is 3% for design and 3% for construction.
Veteran participation is formally part of the Commonwealth’s Supplier Diversity Office’s (SDO) Supplier Diversity Program (SDP). While not technically part of DCAMM’s AMP Program, DCAMM includes reporting on payments to VBE prime contractors only as part of this annual report.
Construction
- In FY 2023, DCAMM paid a total of $1.22 million to VBE prime construction firms.
- The $1.22 million VBE payment total represents 0.32% of total construction payments, below the 3% benchmark.
Design
- There were no SDO – certified VBE design firms receiving payments on DCAMM projects for the FY 2023 reporting cycle.
1.9 DCAMM’s Strategic Initiatives Supporting AMP Program
Working through the Governor’s Office of Access and Opportunity, in partnership with the Supplier Diversity Office (SDO) and other state agencies, industry trade groups and other stakeholders, DCAMM continues its commitment to improving access and opportunities through several ongoing outreach and communication initiatives.
Expanding the Pool of MBE and WBE Contractors On Public Projects
DCAMM continues to target Supplier Diversity Office certified MBE and WBE contractors to encourage and enable them to perform public work across the Commonwealth by becoming DCAMM certified.
- During FY2023, DCAMM continued to both organize and participate in many in-person and virtual group events. These provide general educational information on the public contracting process, available certifications, accessing supportive services, MBE/WBE and VBE program information and promoting opportunities to work on DCAMM and other public construction and design projects. These regularly scheduled outreach sessions have continued into FY 2024.
- Target mailings to MBE, WBE, and VBE subcontractors to create awareness of upcoming opportunities on future DCAMM construction and design projects.
- DCAMM participates in formal training of public officials, owners’ project managers (OPMs), and others as part of the Massachusetts Certified Public Purchasing Official (MCPPO) program run by the Office of the Inspector General. These sessions cover key AMP obligations for public awarding authorities and their OPMs
Strengthening Massachusetts’ Commitment to Veterans
SDO’s statewide Supplier Diversity Program (SDP) includes both Service-Disabled Veteran Owned Business Enterprise and Veteran Business Enterprise certifications along with a combined benchmark of 3% for both design and construction across agency spending. DCAMM contracts contain this benchmark, and strongly encourages participation by veteran owned businesses. Outreach to VBEs, along with MBE and WBE firms and veteran, women and minority workers continues to be a high priority on our construction and design projects.
- Most recently DCAMM reached out to all the certified contractors in the DCAMM Directory to encourage self-identification as Veteran Owned or Service-Connected Veteran Owned Businesses with the Supplier Diversity Office.
The new state-of-the-art Holyoke Veterans Home is a showcase for the state’s commitment to VBE participation on capital projects. The $406M construction contract for this new facility is a 50-50 joint venture between VBE-certified Commodore Builders and Walsh Construction (C|W). DCAMM continues to coordinate on-going efforts with C|W to increase veteran participation on this key project, including holding workforce diversity on-boarding strategy meetings with multiple prime and subcontractors to ensure veteran workforce participation, coordinating with a range of veteran organizations to assist in increasing veteran workers and apprentices and implementing a hardhat sticker program to identify veteran workers on the project.
Supporting Minority and Women Business/Workforce Program
DCAMM is committed to finding and creating opportunities to help minorities and women navigate careers available in the construction industry. This clearly has benefits for workers, industry, and governmental entities, alike. While we continue to exceed our program benchmark for minority workforce participation, meeting the benchmark for women workforce participation continues to be a challenge. DCAMM is currently developing a comprehensive plan that will work on several fronts to increase construction workforce diversity in DCAMM projects with a specific focus on increasing female participation. This plan will include:
- Outreach to trade schools, unions, and other industry stakeholders to help cultivate a more diverse pool of individuals entering the construction workforce.
- Programs to educate those workers about opportunities to work on DCAMM projects and the associated benefits.
- Engagement with contractors and subcontractors to encourage them to hire more female and minority workers.
- Increased oversight and coordination with contractors and subcontractors to promote compliance with all workforce goals over the life of DCAMM projects.
Launching New Disparity Study
DCAMM plans to launch its next disparity study during calendar year 2024. DCAMM’s most recent Disparity Study was issued in 2017. The new Disparity Study will be conducted in consultation with SDO and other stakeholders. It will be guided by a competitively procured expert firm, and will provide current statistical and anecdotal data in accordance with nation-wide best practices for such studies. The Disparity Study will also help document specific challenges to participation in public and private contracting, and ways to address those challenges going forward.
