FY2024-FY2026 Residential Energy Assistance Grant Program

Learn how to submit an application for the FY2024-FY2026 Residential Energy Assistance Grant offered by the Attorney General's Office.

The Office of the Massachusetts Attorney General (AGO) is pleased to announce the FY2024-FY2026 Residential Energy Assistance Grant (REAG) program. REAG will fund or supplement programs or initiatives designed to assist Massachusetts residents in paying or lowering their residential heating costs. The program is funded through settlement agreements the AGO reached with National Grid and the Berkshire Gas Company.

Approximately 400,000 Massachusetts residential customers currently receive a low-income discount rate on their electric and gas bills, with more customers signing up for payment plans each week.

The goal of REAG is to provide additional funding not only to programs that aid Massachusetts families currently receiving heat assistance, but also to expand assistance to more eligible households. This program may assist customers by directly subsidizing their heating bills or by providing specialized support to consumers seeking assistance with residential heating costs. Specialized support includes, but is not limited to, application document(s) translation, language assistance, and programs that assist vulnerable populations.

Submission Instructions

  • Grant applications with accompanying proposals must be delivered electronically through the AGO’s online grant application website by 5:00 p.m. on January 12, 2024.
  • Interested applicants may access the application here: Grant Application Portal.
  • New applicants will be asked to create a free online account. Any applicant that has applied for any AGO grant using the online grant application website may log into its existing account. All applicants should confirm their contact information is current on their applicant profiles.
  • Confirmation of Receipt: Applicants typically receive an email confirmation within 48 business hours; if one is not received, please call the AGO Grants Team at 617-963-2150 for assistance.

Eligibility

Nonprofit organizations and municipalities are eligible to apply. Nonprofit organizations must be in full compliance with all annual reporting requirements of both the AGO and the Internal Revenue Service, as applicable, in order to be eligible for funding.

Funding, Duration, and Anticipated Timeline

The AGO anticipates disbursing approximately $1,125,000 by awarding multiple grants of varying sizes to applicants across Massachusetts. Funding is anticipated to be awarded in amounts not to exceed $200,000 per eligible recipient. The AGO encourages applicants to request funding that is commensurate to the scale of their proposal and their capacity to operate grant-eligible programming.

Applicants may propose indirect rates of 15% or less. Applicant shall not supplant currently funded activities with grant funds. Applicant budgets may or may not be funded in their entirety, or at all. All funding decisions will be at the sole discretion of the AGO.

The AGO will not allow program extensions except for good cause shown. The AGO may deny program extension requests at its sole discretion.
