Gateway Housing Rehabilitation Program (GHRP)

The 2018 Housing Bond Bill (Chapter 99 of the Acts of 2018) created the Gateway Housing Rehabilitation Program to provide funding for the rehabilitation of 1 - 4-unit housing in gateway cities and other similarly situated communities.

The Gateway Housing Rehabilitation Program may help units that have been cited for building or sanitary code violations or that are subject to commercial insurance cancellation due to substandard property conditions.

Gateway Housing Rehabilitation Program & MassHousing

In FY23, EOHLC (formerly DHCD) contracted with MassHousing to oversee the program until FY27. As the administrator of the Neighborhood HUB and the Neighborhood Stabilization Program (NSP), which are similar to GHRP, MassHousing is uniquely capable of managing GHRP on behalf of EOHLC and to ensure that various complementary housing rehabilitation programs coordinate efforts to provide rehabilitation assistance for developers and communities throughout the Commonwealth.

In FY20, EOHLC made available $3,000,000 for grants and awarded $2,166,959.00 to 9 eligible municipalities: Agawam, Brockton, Fitchburg, Greenfield, Lawrence, Lynn, Pittsfield, Taunton, and Worcester.
