DEPUTY DIRECTOR OF RETIREMENT

Department: Massport Employees’ Retirement System (MPAERS) 
Level: 10 Exempt
Supervisor's Title: Director of Retirement
Supervises: MPAERS Special Projects Coordinator

Purpose: Assists Director of Retirement in retirement system matters including the operational, technical, organizational, and financial administration, and investment activities of the MPAERS. Assists with the development, implementation and monitoring of strategies, policies, programs, standards, and procedures to ensure compliance with state and federal regulations. As determined by the Director, may assist in representing MPAERS in aspects of leadership, management, strategic planning, public relations, and negotiations as determined by the Director.

ESSENTIAL JOB TASKS:

Assists in the management of the administration and operation of the MPAERS, a defined benefit government pension plan governed by Chapter 32 of the Massachusetts General Laws with assets exceeding $900m.

  1. As determined by the Director, responsible for some of the finance related activities of the plan which may include investment and financial reporting, retiree payroll, tax reporting, warrant billings and active member record keeping for MPAERS.
  2. Assists with the implementation of investment strategies as approved by the Board.
  3. Monitors compliance with MPAERS and Authority policies, state and federal laws, rules and regulations.
  4. Assists with monitoring membership and customer service functions.

    a. Membership functions include active member annuity savings fund account records and reporting, processing member account and service transfers to and from other systems, member account withdrawals including refunds and rollovers, counseling members on a variety of issues related to benefits, advising beneficiaries regarding death benefits, calculating retirement allowances including superannuation, ordinary and accidental disability allowances, termination allowances and the various survivor allowances, advising members on the allocation of benefits in a divorce and QDROs, retiree payroll processing, 1099R reporting, communications with the Social Security administration, and determinations with regard to prior service credit.

  5. Monitors accuracy and oversight of all member calculations including deduction postings, make-up, redeposit and military buyback payments, credible service transfers, employee withdrawals, and retirement allowance calculations.
  6. Assists with the planning, preparation, maintenance, and monitoring of the MPAERS budget.
  7. At the discretion of the Director, may periodically serve as liaison to state and federal regulatory agencies including PERAC, the Attorney General’s office, the MA State Auditor’s office, the MA Treasurer’s office, DALA, CRAB and the IRS.
  8. May assist as a liaison to Authority on the retirement system and other related matters including but not limited to worker’s compensation, employee relations issues, legal and regulatory concerns, deferred compensation (457 plan) and OPEB.
  9. At the discretion of the Director, may participate on Authority committees and task forces and represent MPAERS as needed.

Assists with development and implementation, as determined by the Director, of all MPAERS policies regarding membership issues, investments, accounting, administration, operations, and record keeping.

  1. Assists Director and Board in developing system policy as needed.
  2. Assists with the implementation and monitoring of policies for compliance with state and federal laws and regulations.
  3. Monitors regulatory approvals when requested.
  4. Monitors and keeps current on all relevant state and federal laws, pending legislative proposals, local and national public sector benefit and pension policy trends and any other matters potentially affecting the MPAERS.

Assists with general matters, procurements and contracts with MPAERS vendors and outside consultants including legal counsel, investment managers, investment consultant, actuary, auditor, custodian, hardware and software vendors and graphic designer.

Safeguards all protected information in accordance with all applicable federal and state regulations and Massport policy and procedures.

Performs other duties as assigned.

JOB REQUIREMENTS AND QUALIFICATIONS

Education

Bachelors degree required. Masters degree and/or CEBS certification preferred.

Experience

Five years of experience in benefit plan administration or related matters required; Two or more years in a management position required. Direct experience in decision making and interaction with trustees and stakeholders.

UNIQUE EXPERTISE/CERTIFICATION/REGISTRATIONS
 

  1. Significant knowledge of employee benefit plans and all other applicable legislation and regulations.
  2. Working knowledge of M.G.L., Chapter 32, Retirements and Pensions, for administering the MPAERS and its requirements.
  3. Working knowledge of Public Employee Retirement Administration Commission (PERAC) regulations pertaining to investments, disability retirement, travel, membership and elections.
  4. Working knowledge of open meeting, public records, records retention and protected information state laws and regulations.
  5. Significant familiarity with the institutional investment industry.
  6. Proficiency with current technology and experience with benefits administration systems.
  7. Demonstrated ability to build and maintain effective and influential relationships with adiverse audience both internal and external to MPAERS through the use of interpersonal and communication (oral/written) skills.
  8. Ability to pass a Massport controlled substances test and background security check.

WORKING CONDITIONS

Environmental Parameters

Ability to work in an office environment and to travel to all Massport facilities as needed.

Physical Demands

Strength: Ability to exert up to 10 pounds of force occasionally and /or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move an object.

Type: Ability to perform administrative duties, typing, filing, bending over to low files, reaching high files. Ability to walk or stand for extended time periods. Ability to express or exchange ideas by means of spoken words.

WORK SCHEDULE

Ability to work a 37.5-hour workweek and to meet fluctuating workload demands as necessary. Ability to attend meetings outside of normal business hours as necessary.

EQUIPMENT USED

Computer, telephone (landline and cell), multi-function printer/scanner/copier/fax, and other standard office and enterprise technology as provided by Massport.
