Position: Deputy Executive Director
Summary
The MWRA Employees’ Retirement Board is seeking a qualified applicant for the position of Deputy Executive Director. Reports to and works under the guidance of the Executive Director. Assists in managing the MWRA Employees’ Retirement System to ensure that its operations comply with all provisions of MGL Chapter 32 and 840 CMR. This position is newly created to provide the opportunity for sufficient cross-training in all operations to ensure a smooth transition in anticipation of staff turnover over approximately the next year. Will perform the Duties of the Executive Director in their absence. This position requires the proper handling of confidential information.
Requirements
- Seven or more years of broad experience in a MA public retirement system(s)
- Knowledge of C. 32, and 840 CMR
- Bachelor’s Degree or higher in Accounting, Finance, Business or related discipline strongly preferred
- Excellent analytical, mathematical, written and verbal and communications skills. Must be accurate, detail-oriented, and able to manage multiple tasks.
- Knowledge of Microsoft Office, Excel, Word, email functions and Bay State or PTG retirement system software
- Experience maintaining strict cybersecurity protocols
- Requires operation of common office equipment, including but not limited to computers, printers, copy machine and shredder.
- Requires visual and auditory acuity necessary to read and interpret documents, respond to email and other written inquiries, and to answer and respond to phone inquiries, with or without assistive technologies.
- May require lifting up to 20lbs
Responsibilities
Responsibilities include but are not limited to the following.
- Shadowing all Retirement Board Staff on a rotating basis in order to gain broad knowledge of the MWRA Employees’ Retirement System’s operations
- Developing skills sufficient to run payroll independently and accurately, including required tax filings, and maintenance of GIC billing and premium withholding
- Processing, uploading and reconciling weekly employee contributions to the system
- Assisting in maintaining accurate accounting records and remaining in compliance with PERAC filing requirements.
- Developing knowledge of the System’s investment portfolio.
- Assist in the preparation of RFP’s, vendor subscription agreements, contracts and side letters
- Reconciling cash accounts, performing wire transfers and ensuring they are in full compliance with security procedures
- Performing Retirement counseling and calculating retirement estimates upon request
- Processing Superannuation and Disability applications
- Maintaining working knowledge of Open Meeting Law and Public Records Law
- Assisting with the preparation of Board meeting materials and the composition of minutes
- Responding to phone and email inquiries
- Participating in training on an ongoing basis
- Other duties as assigned by the Executive Director
Work Schedule
This is an on-site position based in Chelsea, MA which may require periodic travel to other MWRA locations. Position is Monday through Friday, working 7.5 hours per day. At the Discretion of the Executive Director, hours may be flexible within the 7:00AM-5:00PM range, provided the requirement of 7.5 hours of work per day Monday through Friday is met.
Salary and Benefits
The Salary Range for this position is $135,000-$145,000 commensurate with experience.
