Security Guidelines for the Inspection of Emergency Bulk Water Deliveries

Security inspection requirements for all emergency bulk water deliveries to water treatment facilities

Adapted from Bulk Chemical Delivery SOP developed by the New England Water Works Association Bulk Chemical Delivery Subcommittee of the Operator Involvement Committee.

Purpose

This document is intended to provide uniform security inspection requirements for all emergency bulk water deliveries to water treatment facilities.

Background

Due to the terrorist attacks on September 11, 2001 and subsequent concerns about terrorists having commercial driver licenses to transport hazardous materials, new security measures have been implemented for all water treatment facilities. The following procedures for emergency bulk water delivery must be followed until further notice.

Responsibilities

All staff shall keep emergency bulk water delivery information, including updates about delivery driver names and tank truck numbers, confidential. DO NOT distribute or openly post such information. Staff shall also report broken locks or instances where the security at the facility appears to be compromised.

Operators responsible for scheduling deliveries shall:

  1. schedule within a delivery window (timeframe), and
  2. post delivery information on "daily activities board" or in Operator Logs.

Operators responsible for accepting deliveries shall:

  1. perform driver verification and require sample collection outside of the entrance to the facility,
  2. notify a Supervisor immediately in the event of any discrepancies with the driver or the delivered water,
  3. where possible, require the driver to obtain a sample of the load for an appearance check and/or other water delivery tests, and
  4. lock and secure bulk water loading locations.

Procedures

  1. When ordering bulk water, specify quantity, delivery date, and delivery window. State that the driver must present a Commercial Driver's License (CDL) upon arrival. Also, ensure that a trained and certified employee can accept the delivery on the anticipated date.
  2. Post delivery information on the facility daily activities board or in the Operator Log.
  3. On the date of expected arrival the transporter's dispatcher or driver shall call the facility to state an estimated time of arrival.
  4. Once the tank truck has arrived, perform driver verification and sample collection outside the locked entrance. Driver verification includes reviewing the driver's CDL and cross-referencing their name with the confidential list. If you do not recognize the driver or trailer or you question the validity of the CDL contact a Supervisor immediately.
  5. Perform review of delivery documentation, fill out the Bulk Water Delivery Inspection Form, and conduct testing (where required). If all is acceptable, begin offloading.
  6. Copies of the Bulk Water Delivery Inspection Forms and Chain of Custody Forms (Bill of Lading may suffice) shall be kept at the facility and made accessible for MassDEP and other state and local authority reviews for a period of six (6) years.
  7. Prior to (or upon) the first tanker delivery, the PWS shall receive and examine a copy of the most recent water quality analyses from the MassDEP approved drinking water source(s).
