Public procurement is the purchase of goods, services and construction on behalf of a local or state government authority. The law that governs public procurement in Massachusetts is Chapter 30B, The Uniform Procurement Act.

Procurement means buying, purchasing, leasing, or otherwise acquiring supplies, services, design services, or construction work. It includes all of the functions that pertain to such an acquisition performed by an individual employed by a public entity, including a description of requirements, selection of sources, solicitation and evaluation of offers, contract preparation and award, and all phases of contract administration.
