On November 16, 2018, Entergy Nuclear Operations, Inc. and Holtec International submitted an application to the Nuclear Regulatory Commission (NRC) requesting that the ownership and operating license for Pilgrim Nuclear Power Station be transferred from Entergy to Holtec. On February 20, 2019, the Commonwealth of Massachusetts filed a request with the NRC to intervene in the license transfer application proceeding and for an adjudicatory hearing. The Petition raises several contentions, including one focusing on issues surrounding financial assurance and technical capacity to complete decommissioning, site restoration, and spent nuclear fuel management work and another focusing on needed environmental review of the potential direct and indirect consequences associated with Entergy and Holtec’s proposed action.
