News  Group Insurance Commission announces key leadership appointments

BOSTONOctober 4, 2018---The Group Insurance Commission (GIC) has unanimously elected Bobbi Kaplan, Executive Vice-President of National Association of Government Employees (NAGE) Local 207, as Vice-Chair.  A member of the Commission who was reappointed by Governor Baker in 2017 for a three-year term, Commissioner Kaplan represents Executive Branch employees in NAGE professional titles and is an unwavering advocate for her members. A 30-year employee of the Office of the State Comptroller, Commissioner Kaplan has also trained Executive Branch employees in all facets of the statewide accounting and payroll systems.

Commissioner Kaplan is currently a member of the Brookline Retiree Health Care Trust Fund, and was formerly the Labor Chair of the NAGE Health and Welfare Trust Fund.  She is a graduate of Bridgewater State University with a Bachelor’s degree in Psychology and has earned a certificate in Mediation through Metropolitan Mediation Services.

Additionally, Governor Charlie Baker recently appointed noted health care economist Anna D. Sinaiko, Ph.D., MPP, to the Group Insurance Commission (GIC), effective July 16, 2018.  An Assistant Professor of Health Economics and Policy in the Department of Health Policy and Management at the Harvard T.H. Chan School of Public Health, Commissioner Sinaiko brings expertise in the United States health care system, with particular focus on consumer decision-making and how information and financial incentives alter behavior in health care settings.

Commissioner Sinaiko’s work has been published in the Journal of Health Economics, Health Affairs, and numerous other peer-reviewed journals. Commissioner Sinaiko received her Ph.D. in Health Policy (concentration economics) from Harvard University, a Master’s degree in Public Policy from the Harvard Kennedy School, and earned her undergraduate degree in Public and International Affairs from Princeton University. 

The GIC, under the leadership of Executive Director Dr. Roberta Herman, is governed by a 17-member Commission whose members are appointed by the Governor. The GIC provides 430,000 members with access to high-value health and other insurance benefits at an affordable cost.
