2022 Year in Review

2022 brought a change in leadership at the Office of the Inspector General (Office). Jeffrey S. Shapiro was sworn in as the Commonwealth’s fifth Inspector General (IG) on October 3, 2022. Former IG Glenn A. Cunha concluded his decade of service in August.  First Assistant Inspector General Natalie S. Monroe acted as Interim IG, managing a smooth leadership transition. Throughout the year, the Office remained focused on its mandate to prevent and detect fraud, waste and abuse of public funds. 

Here are a few highlights from last year:

  • Recovered $1.7 million through restitutions and settlements.
  • Received and responded to 3,689 hotline queries or complaints.
  • Trained 5,282 people through our Massachusetts Certified Public Purchasing Official (MCPPO) program.
  • Issued a report detailing the fiscal mismanagement of and poor conditions at the Holyoke Soldiers’ Home that included specific recommendations on improvement.
  • Created the Pandemic Funding Oversight Unit (PFO) to coordinate the Office’s oversight of federal funds distributed within the Commonwealth. The Unit also provides training on proper use of federal pandemic relief funds.
  • Conducted a joint investigation leading to larceny and forgery charges against a former town treasurer for allegedly stealing $133,584. The Middlesex District Attorney’s Office is prosecuting that case.
  • Reviewed and issued reports on the Massachusetts Bay Transportation Authority’s privatization of absence management services and police dispatch services. 
  • Evaluated Massachusetts State Police troopers’ use of leave time to work overtime shifts and made recommendations on development of a written policy regarding overtime shifts that overlap with regularly scheduled shifts.
