Regulation  314 CMR 5: Ground Water Discharge Permit Program

These regulations govern discharges to groundwater in order to protect the potential use of groundwater as a drinking water source, as well as protecting surface waters under the Massachusetts Surface Water Quality Standards (314 CMR 4.00).

Proposed Amendments & Public Comment

RTCR and Other Corrections, Groundwater Discharge Permit Program Proposed Amendments & Public Comment Regulatory Documents Published February 13, 2026

MassDEP proposes to revise its regulations at 310 CMR 22.00 Drinking Water to adopt corrections to the Revised Total Coliform Rule (RTCR) requested by the U.S. Environmental Protection Agency (EPA) as part of their primacy review, update the approved analytical methods to measure Per- and Polyfluoroalkyl Substances (PFAS), clarify water supply land acquisition and disposition requirements and make other minor improvements and corrections throughout the regulation. Changes to 314 CMR 5.00 Ground Water Discharge Permit Program to add an activity to the list of exempt activities for discharges from wells during drilling, pump testing and purging for the purposes of sampling.
