The Assistant Commissioner of Public Health Hospitals will provide leadership and assume accountability for the overall strategic, financial, operational planning and clinical quality outcomes for the Public Health Hospitals System and the State Office of Pharmacy Services (SOPS), consistent with the goals and objectives of the Department of Public Health. The four hospitals within the System consist of the Lemuel Shattuck Hospital (Jamaica Plain), Tewksbury Hospital (Tewksbury), Pappas Rehabilitation Hospital for Children (Canton), and Western Massachusetts Hospital (Westfield). The System operates at a total 820 beds, with an average daily census of 771 inpatients and 32,206 daily outpatient visits. The State Office of Pharmacy Services provides pharmaceutical services to 16 public agencies and covered 22,500 individuals in the care and/or custody of the state.
We are looking for a dynamic individual to lead the integration of the four public health hospitals into a single hospital system. The Assistant Commissioner is responsible for serving as a change agent, leading and driving the transition of our hospitals into an integrated patient care system that is value-driven, facile, efficient, safe, and effective in meeting the needs of our vulnerable patient population that includes incarcerated individuals, young people with severe physical disabilities, and patients with complex chronic conditions, psycho-social conditions, and substance use disorders.
The Assistant Commissioner is a member of the DPH Executive Team and works closely with other DPH senior managers. The Assistant Commissioner works collaboratively with other Executive Office of Health and Human Services agency senior managers as well as centralized Human Resources, IT and Facilities. The Assistant Commissioner represents the Commissioner with other agencies including DCAMM and HRD.
- Management of Senior Leadership at the Hospitals and SOPS: The Assistant Commissioner effectively engages and establishes strong working relationships with the CEOs at the four hospitals and the Chief of Service at SOPS. The Assistant Commissioner stablishes leadership by instilling confidence, trust and respect, and appropriately representing the Public Health Hospitals System.
- Strategic Planning: The Assistant Commissioner stays current with general hospital and healthcare industry trends as well as policy changes on the local and national level, and their particular impacts on the Hospitals’ clinical, operational, and financial performance. The Assistant Commissioner collaborates with the Governing Body and the Hospital Leadership to develop short-term and long-term strategic plans for the Hospitals System and its services. The Assistant Commissioner ensures the strategic plan is communicated both internally and externally, and effectively delegates key activities to ensure timely implementation of the plan.
- Financial Management: The Assistant Commissioner is responsible for achieving and maintaining strong financial health. Provide guidance and determine priorities in the preparation of annual budgets across the Hospitals and SOPS. Lead efforts to identify cost savings initiatives with an integrated system as well as revenue-generating opportunities
- Healthcare Services Delivery: The Assistant Commissioner directs efforts to ensure that policies and practices effectively support sound and safe patient care, and that the delivery of healthcare services are high-quality, patient-and-family oriented throughout the Hospitals and across the System.
- Human Resources: The Assistant Commissioner is responsible for overseeing strong and diverse workforce development through recruitment and retention, employee satisfaction and engagement, maximizing growth potential for employees and strong succession planning.
- Hospital Governance: Under the guidance of the Commissioner, the Assistant Commissioner serves as the President of the Hospital Governing Body. The Hospital Governing Body coordinates the Interagency Committee and Clinical Oversight Committee. The Assistant Commissioner works with the governing board to operationize new bylaws including high quality reports and clinical care initiatives such as utilization reviews and serious reportable events.
- Compliance: The Assistant Commissioner ensures the hospitals and SOPS are in compliance with quality of care, utilization and risk management standards, including accreditation by the Joint Commission, and standards set forth by the Governor, Secretary, and the Commissioner.
- Other duties as necessary.

Applicants must have at least (A) seven years of full-time, or equivalent part-time, professional. Administrative, supervisory or managerial experience in business administration, business management, public-administration, public management, clinical administration or clinical management and (B) of which at least three years must have been in a managerial capacity. Experience and expertise in the area of hospital strategy, hospital finance and administration, and the design and delivery of culturally appropriate services in clinical setting is highly desired. Familiarity with hospital Joint Commission and CMS standards and significant experience in Senior Level hospital management is strongly preferred. Experience managing change in a union environment is strongly preferred.
