Request for Grant Applications (RGA) for HTTF services

MOVA has released the FY2021 Request for Grant Applications (RGA) for Human Trafficking Trust Fund (HTTF) services on March 2, 2020.  All applicants are strongly encouraged to submit a letter of intent by March 16, 2020.   Applications are due no later than 5:00pm on March 30, 2020.

This procurement is to seek eligible applicants to provide emergency intervention and supports that address the needs of victims and survivors of human trafficking of all ages.  Human trafficking includes commercial sexual exploitation and labor trafficking as defined in MGL c.265 sec. 50, 51, or similar state or federal law.

Eligible applicants for funding include: the Massachusetts Attorney General, one of the Commonwealth’s eleven elected District Attorneys, or a nonprofit organization with 501(c)(3) status who’s mission is to serve victims and survivors of human trafficking.  Additionally, the applicant must have the approval and support of the applicant agency’s Board of Directors/leadership in applying for HTTF funding

HTTF awards will be awarded on a 2-year grant cycle.  The initial contract duration will be for fiscal year 2021.  Funding levels will be reviewed for fiscal year 2022.  Renewal contracts will then be awarded based on satisfactory performance, compliance with the renewal process, and funding availability.  All grant awards are made by the VWAB. 

For FY2021, MOVA anticipates making in excess of $100,000.00 available to eligible and allowable activities. MOVA anticipates making in excess of 10 awards. 

Applicants are encouraged to review the RGA document for more information on the renewal process, including allowable increases in funding.

COMMBUYS, the Commonwealth’s Procurement system will be utilized for posting the application, questions, and ultimately the awards related to this procurement.  Although COMMBUYS registration is not required, any interested applicant considering applying for HTTF funds is encouraged to register on COMMBUYS as a “Seller”. Find information regarding registration and training here.

July 1, 2020                       Start date for FY21 HTTF grant

January 2021                    Anticipated renewal application for year two, FY22 (exact date TBD)

June 30, 2021                   End date for FY21 HTTF grant
