On September 13, 2004 the Department of Elementary and Secondary Education (Department) was notified by Dennis Rooney, the owner of Bryan Dennis, Inc., d/b/a John Robert Powers (JRP-Worcester), of the school's closure and of its intent to file bankruptcy. If you were unable to complete your class or course of study due to JRP-Worcester's closure and if you were unable to have your debt cancelled using one of the remedies provided in Bulletin #1, then you may pursue one of the following options.

The Department will be available to answer questions about students' options on:
October 18th from 6-7 p.m.
At the
Worcester Workforce Central
44 Front Street, Worcester, MA

Option 1--Teach Out Agreement:
John Robert Powers Boston (JRP-Boston), which has successfully run locations in the state for 20 years, has graciously agreed to teach out any eligible students at its 21 Congress Street, Boston location at no additional cost to students. JRP-Boston will be holding an information session about the teach out option on October 23rd in Boston. For more information about the teach out option, please call 617-946-0508.

Option 2--Claims for Restitution:
Students not using the teach out option with JRP-Boston may file a Claim for Restitution with the Department against JRP-Worcester's insurance bond. However, until individual students exhaust the options outlined in Bulletin #1, the Department cannot accept your Claim for Restitution. In order to file a claim, please download the following documents from our web-site, or, claim packets will be available at the Department's information session on October 18th.
  1. Claim Procedures;
  2. Claim Checklist;
  3. Claim for Restitution Form;
  4. Claim Worksheet;
  5. W - 9 Taxpayer Identification Form;
  6. Commonwealth Terms and Conditions Form.

The deadline for Claims for Restitution is Monday, December 13, 2004.

For more information about who is eligible to file a claim and for information on the stages of the claims process, please see the Procedures for Filing A Claim For Restitution memo available on our web-site.

If the Department requires information from individual claimants, such communications will occur via mail or email. All claimants may track the progress of their school's claims by
  1. Viewing the updated bulletins available on our web-site, or
  2. Via our voice messaging system at 781-338-3000, press 5 for the Office of Proprietary Schools and follow the prompts for 2004 school closures.

Please note that the information in these locations will be updated when, and only when, there is new information available. If there is no new information for a period of time, this simply means that that stage of the claims process is not yet complete.

Repository:

Students may obtain their records from the school's repositor, who is required by law to maintain such records for seven years from the date of closure.
