Massachusetts Permit Regulatory Office

The Massachusetts Permit Regulatory Office streamlines permitting and regulatory processes to help businesses grow and create jobs across the Commonwealth.

The Massachusetts Permit Regulatory Office (MRPO) was established in 2006 to work with new and existing businesses to foster job creation by assisting with permitting, licensing, and regulatory processes.  The mission of the MPRO has evolved over the years as reflected in amendments to the MPRO’s enabling act, the most recent of which went into effect on November 20, 2024, when Governor Healey signed the Mass Leads Act into law. 

The director of the Permit Regulatory Office serves as the state permitting ombudsman to municipalities and businesses. The director also administers the Chapter 43D Expedited Permitting Program, working in partnership with the Executive Office of Energy and Environmental Affairs, the Executive Office of Housing and Livable Communities, and the Massachusetts Department of Transportation. In addition, the director of MPRO: 

  • Provides direct assistance to proponents of development projects with respect to state and local permitting, licensing and regulatory matters.
  • Works with municipalities on efforts to streamline local permitting processes through the Chapter 43D Expedited Permitting Program and other means.
  • Works with state regulatory agencies on efforts to streamline state permitting processes.
