In December 2023, the Healey-Driscoll Administration unveiled its economic development plan "Team Massachusetts: Leading Future Generations." Every four years at the start of a new gubernatorial term, the Executive Office of Economic Development (EOED) is tasked with developing a statewide plan to guide the state's economic development activities and investments over the next four years.

The plan aligns the administration’s economic development priorities around Fundamentals: Investing in the fundamentals to enable economic growth; Talent: Retaining and attracting the world’s best talent; and Sectors: Supporting businesses that power that power the state’s economy.
Comprised of leaders from a diversity of backgrounds and regions, the Economic Development Planning Council helped EOED gather public input and define the areas of opportunity and growth for our state economy.
