Overview   of HADLEY - proposed reconstruction on Route 9, from Middle Street to Maple/South Maple Street

A Design Public Hearing will be held by MassDOT to discuss the proposed Reconstruction on Route 9, from Middle Street to Maple/South Maple Street project in Hadley, MA.

Purpose:

The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed Reconstruction on Route 9, from Middle Street to Maple/South Maple Street project. All views and comments made at the hearing will be reviewed and considered to the maximum extent possible.

Proposal:

The proposed roadway design widens Russell Street through full depth reconstruction to provide one lane in each direction for vehicular travel with a minimum lane width of 11 feet, a shoulder width of 2 feet, and a two-way vehicular left turn lane with a width of 13 feet. The proposed design also includes improving pedestrian and bicycle accommodations by providing an 8 foot shared-use path on both sides of Route 9 from east of Middle Street to west of Maple Street. There will be 5.5 foot cement concrete sidewalks and 5 foot bicycle lanes on North/South Maple Street to the project limits. Other proposed improvements to Russell Street include the following: full depth pavement reconstruction; micromilling and hot mix asphalt overlay; increasing roadway vertical grades to improve surface drainage; upgrading the existing storm system drainage; ADA compliant concrete sidewalks and hot mix asphalt shared-use paths; cement concrete wheelchair ramps; new pavement markings and signing throughout the corridor and side streets; extending or replacing existing cross culverts; new granite curbing; landscaping; and upgrades to all bus stops along the project corridor.

A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The Commonwealth of Massachusetts is responsible for acquiring all needed rights in private or public lands. MassDOT's policy concerning land acquisitions will be discussed at this hearing.

Written views received by MassDOT subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display onehalf hour before the hearing begins, with an engineer in attendance to answer questions regarding this project. A project handout will be made available on the MassDOT website listed below.

Written statements and other exhibits in place of, or in addition to, oral statements made at the Public Hearing regarding the proposed undertaking are to be submitted to Patricia A. Leavenworth, P.E., Chief Engineer, MassDOT, 10 Park Plaza, Boston, MA 02116, Attention: Highway Design, Project File No. 605032. Such submissions will also be accepted at the hearing. Mailed statements and exhibits intended for inclusion in the public hearing transcript must be postmarked no later than ten (10) business days after this Public Hearing.
